Regeneration and Decontamination of Mineral Insulating Oil
As its flagship service, Seanogy offers decontamination, depolarization, and detoxification of mineral insulating oil contained in electrical equipment. This service is performed to regenerate the quality of mineral insulating oil per American Society for Testing and Materials (ASTM) D3487-16: Standard Specification for Mineral Insulating Oil Used in Electrical Apparatus as well as to eliminate PCBs in oil-containing electrical equipment and wastes. Underpinning Seanogy’s core service is the Decontamination Mobile Unit (DMU), which was developed by Sea Marconi S.A.S of Italy (Sea Marconi) using a patented technology called continuous closed-loop dehalogenation process (CDP PROCESS®).
Sea Marconi’s CDP PROCESS® is considered as Best Available Technique by the Italian Ministry of the Environment, the Territory, and the Seas through the Decree 29/01/2007, published on the Official Gazette n.133: Guidelines for the Identification and Utilization of the Best Available Techniques on Decontamination of PCBs in apparatuses, and wastes containing PCBs and stocking systems

The CDP Process®, developed by Sea Marconi S.A.S of Italy, has been verified by the Philippine DOST-ITDI to effectively reclaim mineral insulating oil, reduce PCB concentrations to below 2 mg/kg, and produce PCB-free spent reagents. The Environmental Management Bureau has approved the use of this technology, subject to compliance with Philippine environmental regulations


Export of PCB Wastes for Treatment and Disposal
Seanogy offers export service for the following as these cannot be treated and disposed using locally available options:
- • Equipment and oil with high PCB concentration (>5,000 mg/kg)
- • Solid PCB wastes
Seanogy temporarily stores the above in its interim storage facility (Category F) for PCB wastes (L404) located in Lipa City, Batangas (OL-TR-R4A-10-000278).
After all necessary permits and clearances have been secured, Seanogy exports all PCB wastes to Orion B.V. (Orion) based in Drachten of The Netherlands. Orion is a PCB treatment and disposal facility, with more than 30 years of experience in PCB treatment and decontamination. It is recognized by many international companies for its high environmental standards, high service levels, and best engineering practices. Its highly engineered facility uses best practices and latest technology innovations.Scope of Export Service:
- Processing of all necessary permits and clearances in the Philippines, the importing country (Netherlands), and all transit countries
- Draining (if necessary), packaging, and labeling of PCB wastes at the point of generation
- Transport of PCB wastes to Seanogy’s interim storage facility
- Export of PCB wastes to Orion’s facility in Netherlands for treatment and disposal
- Issuance of Certificate of Destruction from Orion
Sampling of Mineral Insulating Oil for Laboratory Analysis

Capitalizing on its expertise in the regeneration and decontamination of mineral insulating oil in electrical equipment as well as in the environmentally sound management of PCBs, Seanogy offers sampling of mineral insulating oil in electrical equipment and drums for laboratory analysis of various parameters. Oil-containing electrical equipment usually undergo periodic maintenance, whose activity type is dependent on the quality of the mineral insulating oil. Likewise, electrical equipment and drums containing mineral insulating oil with unknown or unverified PCB concentration need to be analyzed for PCBs prior to further use or treatment and disposal.
For this service, Seanogy partners with reputable local and international laboratories capable of analyzing samples for various insulating oil quality parameters such as moisture, dissolved gases, corrosive sulfur, and dielectric breakdown voltage. For PCB analysis, Seanogy only partners with laboratories recognized by the Department of Environment and Natural Resources (DENR) to perform PCB analysis in mineral insulating oil.
