Regeneration and Decontamination of Mineral Insulating Oil
Moisture and contaminants in mineral insulating oil can degrade transformer and electrical equipment performance and lifespan. As its flagship service, Seanogy restores oil quality through decontamination, depolarization, and detoxification, enhancing dielectric strength and extending asset life. Powered by Sea Marconi's patented CDP PROCESS® and verified by the Philippine DOST-ITDI, our Decontamination Mobile Unit (DMU) ensures efficient, closed-loop dehalogenation. Ideal for utilities, industrial plants, and energy providers, this service guarantees reliability, regulatory compliance, and cost savings.
As its flagship service, Seanogy offers decontamination, depolarization, and detoxification of mineral insulating oil contained in electrical equipment. This service is performed to regenerate the quality of mineral insulating oil per American Society for Testing and Materials (ASTM) D3487-16: Standard Specification for Mineral Insulating Oil Used in Electrical Apparatus as well as eliminate PCBs in oil-containing electrical equipment and wastes.
Underpinning Seanogy's core service is the Decontamination Mobile Unit (DMU) developed by Sea Marconi S.A.S of Italy (Sea Marconi) using a patented technology called continuous closed-loop dehalogenation process (CDP PROCESS®).
The same CDP PROCESS® has been verified by the Philippine Department of Science and Technology – Industrial Technology Development Institute. The issued Environmental Technology Verification Statement confirmed the following:
- CDP PROCESS® can be used to regenerate/reclaim mineral insulating oil
- CDP PROCESS® can lower the concentration of PCB in mineral insulating oil to less than 2 mg/kg
- Spent reagent from the remediation process is PCB-free
In addition, the Environmental Management Bureau, through its letter to Seanogy dated January 6, 2017, interposed no objection to the use of the said technology as long as it complies with applicable requirements of existing Philippine environmental regulations.


Export of PCB Wastes for Treatment and Disposal
Seanogy aids in the seamless exportation of airtight equipment containing PCBs, oil with high PCB concentration (>10,000 mg/kg), and solid PCB wastes, due to the lack of locally available options for their safe treatment and disposal. In partnership with Orion B.V., a PCB treatment and disposal facility based in The Netherlands equipped with more than 30 years of experience in PCB treatment and decontamination, we ensure an environmentally responsible, compliant, and efficient PCB treatment and disposal. We handle every aspect of the process, including securing permits and clearances, draining, packaging, labeling, transporting, interim storing, and exporting of PCB waste.
Seanogy provides seamless export solutions for hermetically sealed PCB-containing equipment, high-PCB concentration oil (>10,000 mg/kg), and solid PCB wastes—materials that cannot be treated or disposed of locally. We manage every aspect of the process, including securing permits and clearances, draining, packaging, labeling, transport, interim storage, and export. In partnership with Orion B.V., our team ensures environmentally responsible, compliant, and efficient PCB treatment and disposal, following global standards and best engineering practices for a safer, greener future.
Seanogy offers export service for the following as these cannot be treated and disposed using locally available options:

Scope of Export Service:
- Processing of all necessary permits and clearances in the Philippines, the importing country (The Netherlands), and all transit countries
- Draining (if necessary), packaging, and labeling of PCB wastes at the point of generation
- Ensuring safe transport of PCB wastes to Seanogy's interim storage facility
- Facilitating the export of PCB wastes to Orion's facility in The Netherlands for treatment and disposal
- Issuing a Certificate of Destruction from Orion
Sampling of Mineral Insulating Oil for Laboratory Analysis
Regular testing of mineral insulating oil is crucial for maintaining the reliability, safety, and longevity of electrical equipment. For PCB analysis, we exclusively partner with DENR-recognized laboratories, ensuring compliance with Philippine environmental regulations and safe handling of PCB-contaminated oil. Capitalizing on its expertise in the regeneration and decontamination of mineral insulating oil in electrical equipment as well as in the environmentally sound management of PCBs, Seanogy offers sampling of mineral insulating oil in electrical equipment and drums for laboratory analysis of various parameters. Oil-containing electrical equipment usually undergo periodic maintenance, whose activity type is dependent on the quality of the mineral insulating oil. Likewise, electrical equipment and drums containing mineral insulating oil with unknown or unverified PCB concentration need to be analyzed for PCB prior to further use or treatment and disposal.
For this service, Seanogy partners with reputable local and international laboratories capable of analyzing samples collected by Seanogy for various insulating oil quality parameters such as moisture, dissolved gases, corrosive sulfur, and dielectric breakdown voltage. For PCB analysis, Seanogy only partners with laboratories recognized by the Department of Environment and Natural Resources (DENR) to perform PCB analysis in mineral insulating oil.
